This notice is to inform you that South Coast Air Quality Management District (South Coast AQMD) has received applications for permits to construct new gasoline and E-85 storage and dispensing equipment at a location in your neighborhood. South Coast AQMD is the air pollution control agency for all of Orange County and portions of Los Angeles, Riverside, and San Bernardino Counties. Anyone wishing to install, operate, or modify equipment that could be a source of air pollution within this region must first obtain a permit from South Coast AQMD. Rule 212 - Standards for Approving Permits and Issuing Public Notice requires the applicant for certain projects to distribute a public notice prepared by South Coast AQMD prior to the issuance of a permit. This notice is being distributed because the project will be located within 1,000 feet of Wadsworth Avenue Elementary School (981 East 41st Street, Los Angeles, CA 90011), Center for Advanced Learning (4016 South Central Avenue, Los Angeles, CA 90011), and Harmony Elementary School (899 East 42nd Street, Los Angeles, CA 90011). South Coast AQMD has evaluated the permit applications and determined that the equipment will meet all applicable air quality requirements of our Rules and Regulations.

PROJECT DESCRIPTION: Construction of a gasoline and E-85 storage and dispensing station
Central Capital Fuel LLC is a new retail gasoline and E-85 dispensing facility requesting to construct new gasoline and E-85 storage and dispensing equipment. The facility will store and dispense gasoline and E-85 fuel for motor vehicles. Gasoline and E-85 contain volatile organic compounds (VOC) that evaporate into the air. Additionally, the operation of the gasoline and E-85 equipment will emit small quantities of some toxic compounds, mainly benzene. Our calculations show that based upon a 30-day average, a maximum of 6.2 pounds per day of VOC from gasoline and 1.2 pounds per day of VOC from E-85 will be emitted from the project described above, for a total of 7.4 pounds per day.
South Coast AQMD has evaluated the short-term (acute) and long-term (chronic) health impacts associated with the maximum potential emissions. Using worst case conditions, our evaluation shows that the acute and chronic non-cancer health risks are below the thresholds in South Coast AQMD Rule 1401- New Source Review of Toxic Air Contaminants. In addition, the long-term cancer risk for this project - which is below the Rule 1401 cancer risk threshold - is 8.4 in a million from the gasoline equipment and 0.3 in a million from the E-85 equipment, for a total of 8.7 in a million facility-wide.

Information regarding the facility owner's compliance history submitted to or otherwise known by South Coast AQMD based on credible information is also available from South Coast AQMD for public review.
